Gabonese President Brice Clotaire Oligui Nguema will visit China from November 3 to 8 to strengthen bilateral relations, discuss investment opportunities and advance cooperation on housing and industrial development, according to Gabon’s presidency.

Oligui Nguema discussed preparations for the state visit with Chinese Ambassador Zhou Ping in Libreville on October 14. The planned program includes a meeting between the two heads of state, investment discussions and the Gabonese president’s participation in an exhibition in China. The presidency has not disclosed a detailed schedule or confirmed any agreements to be signed during the visit.

Housing and industrial development featured prominently in the preparatory talks. The two sides discussed the construction of 500 housing units and the establishment of a cement plant in an area known as Neuf Provinces. The projects are intended to expand the national housing supply, increase domestic production of construction materials and create jobs, according to the presidency.

However, implementation arrangements for both projects remain to be clarified. The announcement did not specify their financing, identify the companies involved or provide a construction timetable for the housing units. It indicated that the cement plant project is envisaged over a two-year period.

The planned visit comes as Libreville and Beijing seek to deepen a relationship that dates back more than five decades. The two countries established diplomatic relations on April 20, 1974, and elevated their ties to a comprehensive strategic cooperative partnership in April 2023, during a state visit to China by then-Gabonese President Ali Bongo Ondimba.

Oligui Nguema met Chinese President Xi Jinping in Beijing in September 2024 during the Forum on China-Africa Cooperation (FOCAC) summit. The meeting focused on expanding cooperation in areas including infrastructure, agriculture, health and the digital economy, while China also expressed support for Gabon’s economic diversification.

During the latest preparatory meeting, Oligui Nguema and Zhou also discussed prospects for the next FOCAC forum, which provides a framework for cooperation between China and African countries across economic, commercial, cultural and industrial sectors.

The November visit will offer the two governments another opportunity to advance their strategic partnership. Its practical outcomes will depend on whether discussions translate into concrete investment commitments and clearly defined arrangements for the proposed housing and cement projects.
