Angola and China have agreed to create a joint working group to identify priority projects and prepare a memorandum of understanding on future cooperation in the energy and water sectors.
The decision was taken during the high-level talks in Beijing on November 3 and 4 between the Angolan delegation led by Energy and Water Minister João Baptista Borges and Wang Hongzhi, director-general of the National Energy Administration, and Wang Bo, chairman of China Machinery Engineering Corporation (CMEC), according to Angola’s pro-government O País.
The meeting covered renewable energy and electricity, with both sides expressing interest in closer policy coordination, technical exchanges, experience-sharing and project investment.
At the conclusion of the discussions, the two parties agreed to establish the working group to select projects eligible for funding and draft a framework for future cooperation.
The Angolan minister called for a multi-year implementation plan to give the partnership practical structure, with priorities including staff training, technology transfer and modernization of Angola’s power grid.
Earlier in the visit, Borges met representatives of POWERCHINA and China Gezhouba Group Corporation, urging faster execution of the Quilonga Grande water-supply project, rehabilitation of generating unit two at the Capanda hydropower station, and the Caculo Cabaça hydropower project.
China’s energy administration highlighted Angola's demand for hydropower, solar photovoltaics, and electrification, saying Chinese companies should pursue practical cooperation in key energy fields.
Angola has been seeking to expand generation, transmission and rural electrification while diversifying financing for infrastructure, as its minister’s recent investment mission to China and other partners illustrates.
