Portugal’s Ambassador Nuno Vaultier Mathias has emphasized the depth and diversity of bilateral cooperation with Angola.
Speaking to journalists following a high-level meeting with President João Lourenço, the ambassador described the relationship as "very diverse" and marked by intense diplomatic engagement, including recent visits by Portuguese government officials responsible for the economy, employment, vocational training, and agriculture, according to ANGOP.
The diplomat said that a key indicator of Portugal's commitment is the substantial presence of Portuguese enterprises in Angola, with more than 1,200 companies operating across multiple sectors of the national economy.
Mathias framed this business footprint as a clear vote of confidence in Angola's ongoing efforts to diversify its economy beyond oil and develop new growth areas.
"I wanted to convey this sense of confidence that we have in Angola and our interest in following Angola's development and the diversification of the Angolan economy across all sectors and areas," he stressed.
The political and economic framework underpinning this relationship is the 2023–2027 Strategic Cooperation Program (PEC), signed in June 2023 with an indicative financial envelope of €550 million, including €500 million in credit lines.
The program covers education, vocational training, justice, defence, infrastructure, agriculture, and investment promotion, while also expanding into tourism, public administration, the digital transition, and the blue economy. In parallel, the corporate credit line between the two countries was increased from €1.5 billion to €2 billion, reinforcing financial instruments for joint projects.
Portugal is among Angola's most important international partners, with Portuguese investment spanning energy, telecommunications, banking, engineering, construction, agro-industry, tourism, and education.
In March 2026, the Associação Empresarial do Minho (AEMinho) underscored Angola's strategic importance for Portuguese firms, particularly from northern Portugal, during meetings with Ambassador Mathias in Luanda.
